The New Zealand Flag Referendums Bill has completed its third reading.
Bill English says the bill would set up the two referendums on whether to change the New Zealand flag. He says the process of the flag consideration has been thorough and independent.
Mr English expected the debate to become more relevant, as opposed to it just being about the cost of the process and whether a referendum was necessary or not.
The Labour Party's Trevor Mallard says he's against the process and instead believed it was not time to change the flag.
The bill passed its third reading by 63 to 56 with National, Māori Party, ACT and United Future in favour.
