Keelan Walker of Rangitāne is filing a Waitangi Tribunal claim over a vineyard being established on an 800-year-old pā site at Wairau Bar in Marlborough.
Kowhai Pā is one of the earliest known Māori settlements in the country which sits on private land owned by Montford Corporation.
Any development of the site requires permission from Heritage New Zealand but Keelan says the company has deliberately ignored this
